Berlin school-building offensive

Uniform operating concepts for new school buildings in the state of Berlin until 2026
The state of Berlin was faced with the task of meeting the increasing demand for school places in a short period of time. For this reason, the Senate initiated an investment program under the name "Berliner Schulbau Offensive (BSO)" for the construction and renovation of Berlin school buildings until 2026, with HOWOGE Wohnungsbaugesellschaft mbH taking over the construction of around 30 new schools. The project was carried out on the basis of hereditary building rights, whereby the buildings are leased by the investor to the districts for a defined period of use. At the end of the period, the school buildings become the property of the Senate. CANZLER developed a uniform operating concept for the new school buildings. The operation of the schools should continue to be ensured by the districts. In the past, different concepts and procedures had been developed here, which CANZLER analysed in a first step. From these results a superordinate operating concept was developed, which was coordinated with the project participants and had to be implemented in the following tendering, planning and construction processes of the client.
