Operator concept to ensure an economic and qualified building operation by restructuring and reassigning facility services
The Koblenz Regional Finance Directorate, the Koblenz Tax Office and the State Office for Surveying and Geobasis Information have operated the existing buildings on their own until now. Due to the reduction of the number of staff, it was no longer possible to operate the OFD‘s property to the extent actually required. A new and efficient operating concept should continue to ensure operation. CANZLER developed the new operating concept in close cooperation with the state company "Liegenschafts- und Baubetreuung Mainz (LBB)" of the state of Rhineland-Palatinate, taking into account the continuing reduction in staffing levels. Attention was paid to the definition of clear interfaces in order to unambiguously regulate the operator‘s responsibility. A profitability analysis was conducted to demonstrate the appropriateness of the measures to the responsible ministries. Afterwards CANZLER carried out a Europe-wide VOF procedure with preceding participation competition and continued to support the client during the transition and familiarisation phase.
